Hanoi is very polluted and there is very little green space around the city. The academic department is run by individuals who have never been a teacher before. Therefore, they set impossible deadlines with ridiculous expectations. Times City has the largest primary and secondary schools with over 1000 students in each. The school only cares about making money and cutting spending. There are no resources available. The school can only keep teachers because they keep throwing money at them.
